Run the CMUpdateReset. Out from the above screenshot is listed below. Always try resetting the update first and if you still see the same issue, try force deleting the package.
Successfully ran the CMUpdateReset. If the tool deleted the package check Updates and Servicing to see if the package is listed. Or, use Check for Updates in console to re-download the package. Updating the content library has not started.
I do not see any errors or failures in distmgr. This is all on one server. I know nothing about certificates. I still can't think of anything that differs them Tried deploying several package, and issue happens consistently on the same clients. I've been pulling my hair in these last couple of weeks trying to solve this issue but so far has no found any clue of what may causing the issue.

This error can also occur when an update requires another update to be installed but the location to download is not found. Check UpdateHandler. Hope my answer could help you and look forward to your feedback.
